US Public Buildings Service is Hiring a Building Manager Near Silver Spring, MD

Duties

  • Work with tenant agencies, building occupants, contractors, GSA program experts and stakeholders to coordinate sustainability-related programs such as recycling, HAZMAT reduction, green purchasing, alternative transportation and workplace strategy, energy and water use awareness and conservation.
  • Manage building operations, maintenance, repair, alteration, historic preservation, recycling, concessions, safety, environmental and security in GSA-owned and leased buildings.
  • Participate in developing operating budgets related Federal Buildings Fund procedures and for facilities; prepare annual budget estimates for maintenance. Use Life Cycle Cost Analysis and Total Cost of Ownership concepts and is fully engaged in development of budgets for building services, repair and alteration, and capital design and construction.
  • Develop emergency plans, and maintain physical preparedness designed to assist and protect the public and Federal employees in emergency situations.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-12 salary range starts at $99,200 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is defined as: 1) Evaluating policies and implementing programs related to the operation and maintenance of medium size, multi-level, commercial buildings (or equivalent non-housing high rise building); 2) Analyzing the effectiveness and efficiency of building operations, automated systems, and mechanical equipment; 3) Establishing and maintaining customer satisfaction programs that include feedback mechanisms used to evaluate the effectiveness of services provided; and 4) Managing or monitoring real estate property budgetary and financial data.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of building management principles, concepts, and practices.
  • Knowledge of building operations and maintenance.
  • Knowledge of business policies, processes and initiatives related to Property Management programs.
  • Skill both orally and in writing in interpersonal relations.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

We will verify your answers to the questions in your resume. If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.

Within each category, veterans will receive selection priority over non-veterans.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
